The most favorable jurisdictions in Virginia include Charlottesville County (grade A), Manassas Park County (grade A), Falls Church County (grade A). The most challenging include Pittsylvania County (grade F), Orange County (grade F), Greensville County (grade F).
At the state level, Virginia's RPS 100% by 2050 commitment creates a supportive macro environment for solar development, though county-level boards retain significant discretion over individual project approvals. Greensville County currently has an active utility-scale solar moratorium — a hard barrier for project development that typically requires a board vote to lift.
