The most favorable jurisdictions in Alaska include Denali Borough (grade B), Chugach Census Area (grade B), Southeast Fairbanks Census Area (grade B). The most challenging include Yukon-Koyukuk Census Area (grade C), Northwest Arctic Borough (grade C), Matanuska-Susitna Borough (grade C).
