What Meridian's own alerting shows when SitePath posts to their endpoint. Every event is signed with the endpoint's secret; their receiver verifies before it trusts anything.
The digest says how much changed in the period, by type and by state, and carries the cursor to pull the rows from /changes. A test send is marked as one and carries no rows.
A moratorium or a project decision arrives as its own event, so a screening pipeline can react to one county without reading the digest.
