Getting started
What is SitePath?
SitePath is a research platform for U.S. county-level solar permitting. Every U.S. county is scored 0–100 on permitting risk (lower is better), with the underlying ordinance text, board votes, and source documents available behind the paid tiers. We're a research platform — we don't develop projects, we don't represent developers, and we have no financial stake in any county's outcome.

How do I read a county's risk grade?
Every county gets a letter grade A–F based on its composite risk score:
- A · score 0–30 · Low Risk
- B · 31–42 · Moderate Risk
- C · 43–52 · Elevated Risk
- D · 53–66 · High Risk
- F · 67+ · Very High Risk
The score is a weighted composite of four factors: compliance stringency (33%), market saturation (23%), regulatory trajectory (24%), and data uncertainty (20%). Bands were tightened in May 2026 (v2.4) to reflect community sentiment and opposition friction. Full breakdown in the methodology page.
I missed the product tour — can I see it again?
Yes. Open /app.html?tour=1 and the 4-step welcome tour will replay regardless of whether you've dismissed it before.
How do I look up a specific county?
On the map, use the search box (top-center) to look up a county by name, address, or latitude/longitude. The sidebar also has a state + county dropdown for direct selection. To deep-link to a specific county, use /app.html?fips=51117 (the 5-digit FIPS code is the unique identifier).
Subscriptions & billing
What's included in the free tier vs. paid plans?
The free tier includes the full national map and the public grade for every county. Paid tiers unlock the underlying record: setback distances, full ordinance text, board vote histories, source-document PDFs, recent project decisions, and printable due-diligence reports.

How does the 3-day free trial work?
Every self-serve paid plan (Basic, National, Enterprise) starts with a 3-day free trial. You'll add a payment method at checkout but won't be charged until the trial ends. You have full plan access during the trial.
To cancel before billing starts, open your account and use the cancel button. Cancel anytime before the trial ends and you owe nothing.
Trials are one-per-customer. If you've previously subscribed (even on a canceled plan), checkout will go straight to the paid plan with no trial.
How do I use the API?
API access is included on Enterprise and Enterprise+ plans. Open your account → API keys and create a key — it's shown once at creation, so copy it to a secrets manager immediately. Use it as a Bearer token: Authorization: Bearer sp_live_….
Full endpoint reference, rate limits, and error codes: /api-docs. Keys can be revoked from the same page at any time; revocation takes effect within 60 seconds.
How do I add or remove team members on Enterprise?
Enterprise includes 5 seats (you + 4 invitees). Enterprise+ includes 25 by default — contact us if you need more.
Open your account → Your team. Enter a teammate's email and click Send invite. If they already have a SitePath account, we add them immediately. Otherwise we send them an invite email to set up a password — their access is pre-granted, so the moment they accept the invite they're in.
To remove a member, click Remove next to their row. Their access is revoked immediately.
What happens if I cancel my subscription? All team members lose access at the same time — they go back to free-tier viewing. If you re-subscribe later, your team list starts fresh; you'll need to re-invite them.
I'm on someone's team — what does that mean?
You have Enterprise access shared from another SitePath account. The owner's email is shown on your account page. They can remove you at any time, which would revoke your access. If you have billing or feature questions, the owner is the right person to ask first — they're paying for the seat.
How do I cancel my subscription?
Open your account, scroll to "Billing & subscription," and click "Manage subscription." That opens the Stripe billing portal where you can cancel, change plans, or update your payment method.
If you cancel during a trial, you won't be charged at all. If you cancel a paid subscription, you keep access until the end of the current billing period.
Monthly or annual billing — what's the difference?
Annual plans pay 11 months of the monthly rate for 12 months of access (one month free). Toggle the billing interval on the pricing page to see the annual equivalent before checkout. Either way, the same features are included.
Where do I update my credit card?
Open your account → "Manage subscription." The Stripe billing portal lets you swap the card on file, view past invoices, and download receipts.
Can I get a refund?
Email Support@sitepathintel.com with your account email and we'll look at the situation. Trials never charge, so cancel before the trial ends if you're not sure.
I just upgraded but still see my old plan
Plan activation usually happens within a few seconds but can take up to two minutes for the new role to propagate. If it's still wrong after that, sign out and back in (which forces a fresh token), or hit your account page to verify the current plan status. If the account page also shows the old plan, the Stripe webhook may not have fired — email Support@sitepathintel.com with your account email.
The map and county data
What do the map marker colors mean?
Marker color follows the risk grade: green = A (Low), lime = B (Moderate), amber = C (Elevated), orange = D (High), red = F (Very High). The same color palette appears in the legend (bottom of the map) and in the BESS / Data Center pages.
What's in the county popup?
Click any county and the popup shows the public grade plus (for signed-in paid users) the active ordinance, recent board actions, source documents, and a "Full report" link. Free viewers see the grade and a preview of what's available behind a paid tier.
How do I open the full due-diligence report?
Either click "Open Full Due Diligence Report" in the county popup, or navigate directly to /report.html?fips=XXXXX with the 5-digit FIPS code. The report is the printable, archival version with every field cited to its source document.
What does Energy Storage Intel cover?
Energy Storage Intel tracks county-level rules for battery energy storage (BESS) projects: standalone BESS ordinances, fire-marshal review requirements, decommissioning bonds, setback rules, and recent moratoria. Included with Nationwide and Enterprise plans. Free viewers see a public summary.
What does Data Center Intel cover?
Data Center Intel tracks county-level rules and signals around hyperscale and colocation data centers: moratoria, restrictions tightening, water and power concerns, tax abatements, and active project pipelines. Included with Nationwide and Enterprise plans.
What's the national project pipeline?
Project pipeline is a searchable national list of solar, BESS (battery storage), and data-center project decisions — every record resolving to a verified primary source, nationwide.
Use the filters to narrow by state, status, technology, minimum capacity, or verification level. Records where capacity, date, or developer isn't recorded show "—" rather than a fabricated value — if you see a blank field, it means we haven't verified that data point yet, not that the value is zero.
How verification works. Every record carries one of three evidence tiers, shown as a colored pill in the source column:
- per-project (green): a direct URL to the exact filing, docket entry, or board minutes record.
- category (blue): a URL to the state-level or category-level source that covers this project — e.g. a state PUC docket index, EIA Form 860 release, or a utility's IRP filing. The source IS verified; it just isn't a one-click link to this specific row.
- narrative (purple): a research note explaining how SitePath knows about the record. Used for BESS and data-center projects sourced from local news coverage, industry trade press, or developer announcements that don't have a clean per-project URL yet. Click the chevron at the left of the row to read the note.
Available on Nationwide and Enterprise plans. The same dataset, with the same verification metadata, is exposed via the API for Enterprise+ integrations.
How do I compare two counties side by side?
Open the Compare tool, pick up to a handful of counties, and the page renders every metric side by side. Useful for shortlisting between two contenders or briefing a partner.
What does "trajectory" mean on a county?
Trajectory captures the direction the county's score has moved over the last 12 months. Improving means score went down (more permitting-friendly). Declining means score went up (more restrictive). Stable is no meaningful movement either way.
Watchlist and notes
How do I add a county to my watchlist?
Open any county on the map, then click the bookmark / star icon in the popup. The county is saved to your watchlist. View all your saves on the watchlist page. Signed-in users get watchlists that sync across devices; anonymous saves live in browser storage only.
I have a list of counties from another tool — can I import them in bulk?
Yes. Open the watchlist and click "Import counties" at the top. Paste a list of 5-digit county codes (FIPS) or upload a CSV. We pad 4-digit codes automatically and validate every code against the real county database — anything we can't find is reported back, never silently dropped.
Can I add private notes to a county?
Yes. Open any county popup (or the full report) while signed in, scroll to "Your notes," and click "+ Add a note." Notes sync across your devices via your account and are private — never visible to other users. 2,000-character limit per county. Useful for "we toured this site Q3 2025," "supervisor was hostile," etc.
Can I get email updates about my watched counties?
Yes — three options:
- Send now — one-off email of the last 30 days, triggered from the watchlist page (Recent Alerts tab)
- Daily digest — every morning at 13:00 UTC with the last 24 hours of changes
- Weekly digest — Mondays only at 13:00 UTC with the last 7 days
Both auto-options only send when there are actual changes in your watched counties — no empty-content emails.
Manage your preference from either your account → Email preferences or the watchlist Alerts tab — both write to the same setting. Every email also has an "Email preferences" link in the footer.
How do I stop getting email updates?
Open your account → Email preferences and set "Auto-send digest" to Off. The change takes effect immediately — the next cron run will skip you.
Every digest email also has a "Change frequency or unsubscribe" link at the bottom that takes you straight to the same control.
What are saved searches?
Saved searches are named rules that fire alerts when matching changes appear. Example: "any new moratorium in TX or OK" or "any change involving the keyword setback." Manage them on the Watchlist page → Saved Searches tab.
Each rule has criteria (states, keyword, change type) and an "Alerts on/off" toggle. When alerts are on, matching changes show up in your daily or weekly digest email alongside your watchlist updates. Each rule tracks its own "last sent" date so the same change never lands in two emails.
To stop a rule, click "Alerts on" to toggle it off, or delete the rule entirely. Either takes effect on the next cron run.
Account & access
I forgot my password
Use the password recovery page. Enter your account email and we'll send a reset link.
How do I change my email address?
Email Support@sitepathintel.com from your current account address and we'll update it. Some account changes also re-trigger email confirmation to verify the new address.
I'm on Basic — how do I change my 3 selected states?
Open your account. The "Your states" card lists your current three. Use the "Request state change" link to email support — we'll update them within one business day.
I'm signed in but the site keeps asking me to sign in
Usually a stale JWT. Sign out, wait 10 seconds, sign back in — that forces a fresh token with current roles. If it persists, your browser may be blocking third-party storage; Safari's "Prevent cross-site tracking" is the most common culprit. Either disable it for sitepathintel.com or try a different browser.
How do I delete my account?
Open your account, scroll to "Delete account" at the bottom, and follow the confirmation flow. If you have an active subscription it cancels at the same time, and your stored data (watchlist, notes, account metadata) is removed.
Methodology & data integrity
Where does the data come from?
Every figure traces to a primary government document — a county ordinance, board meeting minutes, a state filing, or a utility resource plan. We do not publish anything we can't verify against a primary source. See the methodology page for the full list of source publishers we monitor.
How often does the data update?
Active moratoria are updated within 24 hours of filing. Ordinance changes are typically reflected within one week. The full scoring model is reviewed quarterly; when bands change, all historical scores are recalculated.
I spotted something incorrect — how do I report it?
Email Support@sitepathintel.com with the county FIPS code, the field you think is wrong, and (ideally) a link to a primary source. We verify and correct within 48 hours.
Troubleshooting
The map isn't loading
This usually means the Leaflet map library or the OpenStreetMap tiles were blocked. Common causes: an ad-blocker with a strict list, a corporate network filtering CDNs, or a temporary CDN outage. Refresh in a moment; if it persists, try a different browser or network.
The full report is stuck on "Loading county data…"
The report waits for your account session to load before fetching premium data. If you're not signed in, sign in first and it'll resume. If you're signed in and it still hangs, refresh the page — recent versions ship with a guard against this exact stall. If a fresh load doesn't resolve it, email Support@sitepathintel.com.
I'm on Basic — why can't I see a state I think I selected?
Basic includes three U.S. states. Open your account to see which three are unlocked on your subscription. If the list isn't what you expect (or is empty), email support and we'll fix it.
